Since he's currently having salary account with ICICI, get in touch with RM/BM and get LTF Saphiro. Post that get ICICI Amazon Pay which is also a LTF card.

Some easily approved cards:

Axis Ace - 1.5% unlimited cashback on offline spends.

Tata Neu Infinity - 5% for tata and related brands.

SBI Cashback - 5% upto ₹5000 every month on all online spends.

he doesn’t want to buy electronics online that is the problem otherwise sbi cash back was the best card for him … what is the reward structure for icici Saphiro ?

I told ICICI Saphiro bcs he's having decent salary account with them. It's a mid-premium cc. By getting this you can easily get any other cc based on it's higher limit

Activate 5+1% bonus cashback and 10x reward points (2% return via Amazon pay) for offline transactions on AU Lit card.
Activate Apparel or Grocery for 5% cashback if shopping for clothes and accessories or groceries.
So 13% return on offline spends

Earlier electronics category was there for extra 5% cashback, but that was removed recently

Take any
Hdfc /icici/Sbi card/ axis card and if he's gonna buy things offline purchase GV of that particular store. Like croma/tata cliq/ Vijay sales.
He can get GV upto 10% discount. But before that he needs to be sure from where he want to purchase the goods. Most local shops accept the payment via cc but ask for 2% or total GST amount to be paid via buyer. That will be a drawback for you. So before buying the goods decide where you are gonna Purchase these things.

In my recent experience
I went to a local shop to buy wooden almirah. I chose the almirah and it's of 5000rs.He accepts the payment via cc but he clearly told me that if I pay via cc I need to 5k+18% GST. So just paid him via DC and saved the extra amount. Most cards give high rewards on online shopping but for offline shopping there are only few cards.

Does SBI SimplySAVE still give 1.67%? No devaluation in it yet? I am surprised that such a basic card now beats Axis Ace which has become just as ordinary now😆 @Ajay chodipilli
10 Reward Points per Rs 150 spent on Dining, Movies, Departmental Stores and Grocery Spends. -1. 67%
This card is not suitable in the above scenario I think

Yep for dining, movies, grocery and dept stores there are cards offering far bigger discounts which is why SimplySAVE falls so behind. If only we knew that some electronics store has set the MCC wrong to dept store, we could rely on that to get 1.67% 😀

Capping won’t serve his purpose
Why will it not solve the purpose. So 25000 Max that can be earned in one cycle. Where 1 point is 0.2 paisa. So you get 5000₹ on 2.5 lakh spending.

If you want to spend more than 2.5 lakh then capping is less else it's fine
