I believe idfc allows only one core card and 1/2 co branded card. This has been allowed from idfc from quite a while. If you are able to get 2 core cards , then that's new news ( atleast to me )

As per RBI rule banks have to mention annual charges, billing date in the introductory letter that banks send along with credit card. If the letter shows annual charges as zero, only then activate the card.

Didn't the agent text you in WhatsApp or something? If not , then it is going to be very tough to put forward your case. Nevertheless, try raising complaint through customer care, it's going to be your words versus their words though.
