I am seeing the same rate to the dot which you mentioned for members. All are without breakfast though.

So Hypothetically if someone gets Accor Silver for 12k points or 13.5k, one can easily find a non breakfast stay for 7k for stay plus, rest 6.5k is all one needs to optimise. 2 nights at Udaipur kinda property sort of adds up 2-2.5k per night discount and maybe 50% discount for food?

I think you need points. I have points. Email the reception and obtain confirmation that they will allow payment via All Points.
