Ok, they are limiting number of requests a day from single IP. Can you VPN to bypass it though

Does anyone know how to reach out to Standard Chartered Bank for credit card closure?
The number mentioned here doesn't connect, they don't respond to the emails (nearly 3 weeks since my first email and more than 1 week since I escalated to nodal officer email). Their website also does not have any contact number for credit cards and the app has no option for card closure.
