Amazon Pay ICICI card stuck at Application Received for 20 days. VKYC is done.

I applied for Amazon Pay ICICI card and CKYC, Hard Inquiry and VKYC was completed on July 23. Since then bank hasn't responded. Called them and they said they can't help, they only help with normal cards. I mailed them then and they asked for 7 days both times to sort out the issue and passed the deadline both times

I called them as well. They keep asking for extra 7 days everytime.

Please tell me anyone my brother keep applying Icici bank credit card from last three years every time application goes smooth and vdkyc done after some time application got rejected
I have done every possible try to get exact reason of rejection but they are not willing to tell last application was in August for Make my Trip card at the time of submission they shown limit 62.5k vdkyc done after two days got rejection
So this time should I compliant to RBIO to get exact reason
