Yes it is auto dispatched when new liberty account is opened. But not sure about account upgrade. You can know the status of card dispatch by calling to customer care.

They have written Rs. 500 for closure, if done before 1 year. Baaki sare paise nikal kr close karne par kya hoga iska idea nahi hai mujhe. Better option would be to downgrade
