Infact I have applied 5 times in last 13-14 months only once my card was approved that too I guess by flipkart soft approval

They rejected for my father, with cibil 795 and around 20yrs history

We need to wait for 60 or 90 days for cooling down, which is different for every customer. Maybe your cooling period was not over.
