13.7%=(5/150x5)-2.95%

Due to 70% utilization ratio, 16.66% becomes 15.55% using a complex calculation.
Then deduct 2.95% fee to get 12.60%

With the 70% utilization, one don't loose the 30% points! E.g. for flights, consider it as payment of taxes! Plus, (I think) we should also get ~14% rewards on the 30% payment !
Thus, ignoring the 70% formula
