Is this normal for CC?

Yes all credit cards comes through private couriers only for better safety and quickest delivery

For CC, they use Bluedart if it caters to the area, if not they send via post.
For DC, only post.

I have BOB advantage savings account and if I upgrade my account to super savings account then will I get RuPay select debit card as first year free? Can I downgrade my account to BOB advantage savings account after getting RuPay select debit card?

But in my opinion it's not worth the hassle, you may encounter some issues in future if not now. It's better to stay on super savings account. 20k MAB is not much. Think of it as emergency funds.

BoB approximately takes 1 month to approve a CC Application

No they won't. They generally charge fee in second or third month.

They charged the fees for rupay classic dc. I told them to not apply for dc but they applied it and it went to branch. I didn't even take the card.

You can downgrade anytime, but that surity of fyf will cease

If I downgrade after 6 months then won't charge Joining fee right as they charge joining fee after 3-4 months?

While online account opening, there is a option at end to select what services needed.
If we don't select debit card there, we won't get issued any card for now.
Later we can apply EMT card directly.

They will still charge money, its better to use FYF then downgrade in the second year. You won't be charged double.
