CELESTA approved after two times rejected

I had applied for federal credit card on July 23 and then of Feb 24 both times card got rejected stating location not serviceable.
Tried today - 25/05/24 and it asked only for PAN no. And DOB then asked to select address.
Next screen option to select card variant - Celesta, Imperio and Signet. I had selected Celesta and it shown 10l limit approved . No Kyc and instantly card generated.

Fastest application processed even faster than IDFC
 
I experienced something similar. My application was rejected twice due to "internal policies." So, I decided to open a savings account and waited for three months before applying again. This time, the rejection reason was "pin code not serviceable." Since I didn’t see the point of keeping the account, I closed it. However, out of curiosity, I checked again today, and surprisingly, my application was approved instantly without needing any income documents or vKYC. I was issued a Celesta card with a 7L limit and chose the Visa Signature variant for the BMS weekend offers.
