Yeah afaik all hdfc cards above and including regalia gold offer lounge access without any spend criteria.
In ICICI Emeralde and Emeralde private offer both Bogo and unlimited lounges.

To be fair, 40k quarterly spends is a reasonable ask for 2500rs cc(ltf for many) with unlimited access. This is without considering other features of the cc- decent reward on online/wallet spend , milestone, low fee reversal, low income criteria. I'd rather they improve their service than rewards.

You can only suck so much blood from a stone.😅
