Dormant BOB SB account with Lien Amount

I hold a BOB Savings Account (Baroda Advantage SB_GEN) which was not active for quite a few years, and I had not maintained MAB on it. I am currently planning to pursue the BOB credit card and have an active account with BOB. The account is now dormant with a lien marked for 3000Rs. Do I need to pay this lien amount if I wish to reactivate this account ? Is there an alternative ? Can I close this dormant account and open a BOB Bro or LITE account once closed?
