reason is last year I used niyo global to book domestic flight on agoda and paid in $. I ended up paying TCS. somehow SBM fellows considered that transaction as "international tour package"

well I ended up buying VPN. transaction went smoothly (without 3d secure). for $12.95, INR 1079.09 got debited. google rate now is 1076.91

checked with visa site. I was charged exctly what is shown on visa site (https://www.visa.co.in/support/consumer/travel-support/exchange-rate-calculator.html)
