Yes true,..
After intro of Swiggy HDFC card, GV's on other platforms discount reduce to 2 to 3 % except for GD.
I expect GD also devalues this Swiggy voucher... hence loaded 20K @13% off

Update already applied it waiting for the application decision, I already have two LTF HDFC cards DCB and Tata Neu Infinity Rupay let's see if I get it. Also, my credit enquiries have been greater than 50, CIBIL score though is good at 794. Btw for existing HDFC cc holders it's showing a shared limit and enquires yout CIBIL, I got a hit instantly. Then you have to authenticate using HDFC Netbanking, Debit card or Credit card.

It is random because, they mostly coincide with Amazon/FK sales period ... I suspect they may come back with this offer again on Aug5th (freedom sales)..
