ICICI rupay Coral Rupay CC transaction failure refund issue.

Hi everyone,
I have made transaction of 40K from my credit card to merchant using ICICI Coral Rupay credit card using iMobile application and merchant has not received the amount. He even showed me his bank account statement and I can see it has not credit to him. I have contacted ICICI bank on the same day of the transaction (5th Oct) and today they have called me and asked me to raise dispute against the transaction and asked me to wait for 9 weeks. Can anyone tell me what happens in this 9 weeks and when my refund gets credited. Should I complain in RBI site or wait for the SR to get completed? Please help or suggest me here as this is a bigger amount.

but at the end of the day we all need to work under some sort of framework.. even in personal and family life also we all work under some sort of framework..
but in personal life it was not written and documneted where as in finance world there are so many documents like T&C, product guides etc..

SHoot an email now, to ICICI and say to them that you know the laws, if the refund is not made with 4 days, you will raise this with RBI and ask for compensation of 100 per day.. then they will immediately give that temporary credit ..
