We can set up Credit card PIN for primary card holder though netbanking log in instantly but to setup add-on card holder PIN HDFC bank sent physical PIN in post. The physical PIN came in post never works on ATM for setup. I have requested and received PIN in post 4 times and still unable to setup PIN for add-on card holder. Called customer care many times but they couldn't help. Anybody facing same issue and any solution. Thanks.

Solution
I did that too, but the OTP didn't work in HDFC ATM, tried 3 times already.
I also faced this issue, then later found out the following conditions for ATM pin generation. Once you follow, it will be successful.

In ATM when asked for mobile number, enter with 91... Total number of digits should be 12 digit for mobile number.

Secondly ATM transaction must be enabled in your addon card. Enable it your online netbanking.

After this two steps, OTP sent by customer support will work.

Exactly same issue, I got regalia add on card for my wife and unable to setup pin. There are no videos on Youtube nor any official page for add on card PIN setup. I have stopped following up with CC to setup pin, not worth of time.

You can call call center and request for OTP to set PIN for add on card. Using that OTP, PIN can be setup using ATP for add-on card

You can request the OTP directly from Netbanking itself, under Credit Cards -> Request -> Credit Card ATM PIN, select your card and generate the OTP on your number. Even though it says there that it's for primary, this OTP will work for add-on as well. You need to keep regenerating the OTP if you have more than one add-on as the OTP can be used once only. Then go to the ATM and use this OTP to change the add-on PIN.

Thanks man, never tried with 91 before. Will try and update. Even the customer care didn't give this instructions 👍

This is interesting. I will try it.

That works. Thanks a lot @jayks for your advice. It's save a lot of time, specially when you have four add-on cards.

Thanks a lot dude. I was struggling to set up add-on pin from last month and customer service is of no use.

I followed your advice (ATM transaction enabled) and was able to set up the pin without any issues.

I had this issue as well but i followed the above steps with help of HDFC employee in my home branch. The issue i faced was i got AUTH error, this is due to multiple tries with same OTP. Resolution was to login to net banking and click on generate ATM pin under the cards > Request > Credit Card ATM pin and select card and continue. (Please ignore the link for PIN request for add on cards, it wont work) You will get an OTP (green OTP). Use this OTP and follow the above steps and yes make sure to enable ATM usage.
