No, NPCI is fully 100% private company. There is no relation with RBI or Govt.

Puzzled!

An organisation that is a joint initiative of the Reserve Bank of India and the IBA, and has an RBI nominee in its board of directors and other directors representing many public sector banks, has no relation with the RBI and the Government ?!!!
.

Jab NPCI ke major share holders Govt. banks hai fir ye 100% private company kaise ho gya?

The major shareholders may be PSU banks, but the govt does not have direct control.

You can compare NPCI with Visa/Mastercard, Like Visa/Mastercard, it is a private company.

NPCI, NIPL (NPCI International) and NBBL (formerly BBPS) all 3 companies/subsidiaries registered under non-govt entity.

You can read the work culture on NPCI here (You will understand yourself that this is a private company) -

Can you still make payments of Axis Card if they did that?

Also, which apps use bbps?
You can pay the Axis card bills directly through the Axis Bank mobile app if Axis doesn't register itself on BBPS network. If it does then third party apps which support BBPS will be able to allow Axis card payments.
Cred already supports utility bill payment through BBPS so wouldn't be an issue to make it live for CC as well. Cheq will have to move to BBPS to stay in the game.

What if you don't have savings account in axis tho?

You don't need a savings account in Axis the payment to the card will be done by Axis internal payment gateway using any third party payment source. It's just that those third parties can't directly pay to Axis from their platforms anymore but if the platform is Axis' own then it shouldn't be an issue to pay to the card through other sources.

How to pay HSBC CC bills if they don't enroll them into BBPS before the stipulated time given by RBI. Because AFAIK HSBC payments can be done in HSBC App only if you have their SA. And another option left is NEFT.
