Should be but they usually target current accounts that are dead or inactive and somehow gets them activated by connivance with a bank employee or bank agent and operates it, so tracing is very difficult most probably post transferring money to bank account via wallet they will withdraw hard cash.
I am in IT and used to work in payments domain for sometime hence this is my assumption.
Moreover they will have a lots of QR codes/payment prompts created like 25000, 50000, 75000 and they will try all of them simultaneously so whichever works based on credit card limit they will use that prompt.
Even Kejriwal's daughter got scammed via OLX - Decoding How Delhi CM’s Daughter Fell Prey to a QR Code Scam.
They got them since she is daughter of CM but unless you are a connected guy you have to struggle a lot.
