PhonePe wallet balance using SBI Cashback CC?

My electricity boards supports these wallets (No Amazon Pay Balance!). My question is can I exploit this wallets using SBI cashback cc to get 5% cashback? Like purchasing giftcards? Is it possible?

Is there any app or website which allow phonepe / mobikwik wallet to make payment for loan repayment?
