Query on Priority Pass and Rupay Select International lounge access

I have PP issued from hdfc regalia. Also have Tata neu infinity rupay select.

I have some doubts regarding international lounge access.

1. I have a very long layover at Singapore Changi of around 10 hours. My PP has 6 free access. So, can I use PP to get access and have breakfast and then exploring the airport and using PP again after few hours during lunch time? If I do this, will I get charged for the second access?

2. My connecting flight will depart from Terminal 1. I don't have singapore visa, so cannot exit from transit area. Is it possible to explore all the terminals without leaving transit area at Changi?

3. If the above answer is yes, then if I use PP at different terminals of same lounge company (plaza premium) say in morning at T1 and afternoon at T3, will I get charged at second access?

4. If I use PP at different lounge companies such as once at marhaba and once at SATS and then again at plaza premium. Then all 3 will be free access? Keep in mind that my PP is issued against regalia.

5. Tata neu infinity rupay select has International lounge access, and HDFC website says "Customers will be charged a transaction fee of $3.25 on their Credit card towards complimentary lounge access". Should I ask lounge executive to charge $3.25? Are they familiar with how rupay works? What if they try to charge $27? Instead of rupay, should I ask them to use the card as if it is discover /dinnersclub?

6. Is marhaba lounge open to all PP holders irrespective of their boarding pass? Or is it only for emirates passengers? I have scoot flight.

7. Is there any rule that I must use lounge of same Terminal from where my flight will depart?

8. Is there ATM available at Changi transit area to withdraw cash?
 
1.No you wont be charged again,just ask them the validity of per swipe done and mostly you will end up using 2 swipes.

2. Yes, you can move between terminals. But you cannot enter JEWEL without a visa. There's a complimentary Skytrain service available. But make sure you return to your departure terminal at least 30 mins before boarding.
5. Don't ask the lounge operator anything. Tell them you have a card on the Discover platform and want to avail lounge access through that. You will be granted access through the PP network linked to Discover. They should not charge you anything.
8. Yes, there are plenty. But why withdraw for a transit? You will be left with unnecessary residual currency. Just swipe your card everywhere at the airport.

I want to keep some singapore dollar cash with me for my trip to Indonesia, Philippines. Just for some emergency purpose. Getting bad rate for USD here in India and if I carry usd, then I'll have to incur bad rate twice. So, thought I'll take some SGD from ATM and keep for emergency use (card lost etc)
 
Today swiped Tata infinity select rupay at Singapore. Their Terminal was showing as priority pass. Rupay specialist inform whether npci has tied up with pp for international access?

Answer to Q8.
There are ATMs. Always use UOB ATM. Only ATM that's not charging any fees from their side.
 
And npci tied up with dfs for lounge access?
Yes, the benefit has been extended from DFS through the Rupay-Diner collaboration. Though the card is not linked directly to a PP, Collinson(owner of PP) administers the lounge access program of Diners Club International. That's why you can just swipe your CC directly to avail lounge access.

As I am back from the trip, I am answering all the queries myself. Perhaps this might help some newbie travellers in future.

1. No extra charge.
2. Yes.
3. Again, point number 1, no extra charges.
4. All free access.
5. Cc was swiped at lounge and it was shown as pp. I was given chargeslip, that's it. Nothing was charged as mentioned on HDFC website that $3.25 will be charged and reversed, but I was never charged anything. While giving the tata infinity cc, I just told them it's DinersClub, that's all.
6. Singapore marhaba lounge allows entry on the basis of eligible cards/pp. Airlines doesn't matter here.
7. No such rule. Use any lounge as you wish.
8. Many ATMs. Use UOB ATM for no extra fees.
