SBI Card Application Status as "Soft Decision - Referred"

I applied SBI cashback card through yono. On the last page it showed that application is approved in principle.

However the application status is showing as "Soft Decision - Referred".

What this means? Is my card approved?

I applied for sbi cashback couple of months back.. it is rejected.. few days back received an email response that
cashback card can not be approved due to the reason " existing SBI Credit Card is blocked due to previous outstanding dues "

I actually closed simplysave and spar card a month ago after clearing all dues and also received NOC also.. then I applied to cb card. Then I understood that I have to wait 90 days before applying for any sbi card again. I did not know this while applying..
Can I apply again now as 90 days are over since card is closed? or ask them to reconsider same application as I received the email few days back...
Anyone received email response for rejection with attachment.. where they say the reason and ask us to take secured card from bank?

Take your father name 1st letter as your last name.

Father name only. PAN card doesn't include spouse name.
