Victim of wrong MCC code - Lost a significant amount of money due to surcharge

Send them the email reply from HDFC Bank and a copy of your current statement. Ask them why, if they provided the POS machine to the merchant, they can't check the assigned MCC themselves. Don't they know the bank charges a 1% fuel surcharge on credit cards?
Update: Got the call from phonepe, they are agreeing to give back the fuel surcharge but not agreeing on the rewards. I insisted on getting the categorization correct rather. They replied that it's not possible and asked me the proofs on how I would have got the amount I am claiming. They also asked me to get that in written from bank to which I did not agree.

They will not give you the reward money. To get your fuel surcharges refunded, file a chargeback with HDFC Bank, stating that you purchased fuel using your card but did not receive any fuel. Let PhonePe and the dealer suffer.

I know filing a false chargeback is not right, but they are not doing the right thing either.

what's gonna happen? just curious?

Update: Escalated to next level in Navjivan Motors (the dealer) attaching this mail from hdfc. Trying to connect with phonepe on twitter, but they aren't responding.

Next steps: will wait for 2-3 days if it can be resolved by them or else might have to escalate it further to the RBI Ombudsman or the consumer court. Anyone from the community can suggest any better approach or the process to raise complaint with RBI
if the concerned firm is an authorized dealer of any frontline automobile company , you can take up the matter with that company as well and lodge an official complaint against the dealer at that level too... Might help.

This. HDFC will demand proof of completion of order (fuel dispense log records)
When the merchant is unable to provide it, HDFC will chargeback the entire amount
Whole transaction will get reversed or just extra charge? what we will tell them about transaction amount? did we got back in cash from dealer?

Sorry, slightly off the topic, I tried this but couldn't succeed !!

I turned off the online trx. fro SBI Card app & did a failed txn. but when I called the CC, I was told no MCC details are available for the txn....just the Merchant Name, Amount & reason for decline is reflecting !!
With Axis Bank and ICICI it worked
I can say mcc is common across all banks so use any Axis Bank card

so sad. i have seen this stuff in restaurants, liquor shops.
hoping some tax + law + bank guy to guide you.

as fuel route is not the way to go. ( more 2nd option if rest fails)

plus dealer is the culprit here

Similar thing happened in my case. Paid some amount while doing a payment through Rupay cc via UPI.
Unbeknownst to me, the dealer had a Rental POS machine for which I was charged a Rent fee later on.
This is along with initially paying 1% for using cc UPI payment.
So all in all, I lost around a 600-800₹

If you have IDFC CC (I use my wealth CC but any IDFC CC should work), do a transaction of Rs.10, the MCC will reflect immediately in the transaction receipt in the IDFC app.
Can you please share a screenshot of this? I am not seeing the MCC in the app

Register one complaint on National Consumer Helpline against dealer and car company and one with RBI Banking Ombudsman making receiving bank and phonepe opposite party. Your bank has no role in this MCC issue because merchant has listed his firm wrongly with his bank or has used his petrol pump's POS machine. I've also faced same issue with SBI and after complaining it to RBI's Hon'ble Ombudsman, surcharges were reversed.
Now media is also covering your story.
