For what?
Rbi clearly said that network convertion only possible at the time of renewal or at the time of fresh application.
How could you make a complaint for this?
Kyun itna RBI k rules ka hulu lulu kar rahe ho

yaha RBI ne complaint kar k kuch logo ne Visa/mastercard to RuPay kar liya hai woh bhi LTF me he.

The Axis card is not converting network because Axis might still have an ongoing agreement with Mastercard.

I have successfully done this multiple times with HDFC and RBL.

Diners to Mastercard
Mastercard to Rupay

FYI: Neither during appl nor during renewal, but whenever I wanted.
Axis bank is completely different bro. Even I tried via mail . It won't work. If u want u can apply via website for Airtel master, visa, rupay still available. Conversion not possible. I don't know how they will do the conversion at the time of renewal. Axis is completely unpredictable.

I don't have any pre-approved offer. I don't have any savings account
You don't need a savings account to get pre-approved cc from Axis. I too only have CCs from Axis without any savings account yet I got Ace, second Airtel MC & Neo pre-approved.

On the Axis app home page, select Apply Now from the bottom ribbon then select Credit Card. You'll see all the cards that are pre-approved for you.

if you do not have any savings account you have to opt option NO to existing customer
No! Even if you only have CC relationship with Axis, you get a Customer ID, so you have to select YES for existing customer. The advantage of selecting Yes is that they'll likely show you all the cards that are pre-approved for you, which will avoid a Credit Enquiry for your application.

you can check for pre-approved offers using https://maximus.axisbank.co.in/external/customer/login?product=credit_card link. if you don't have any pre-approved offer they will redirect to regular credit card application where they once again ask whether you are existing customer or not. also afaik they consider only savings account customers as existing customers
This is same as my case

Correct.

No, that's not the case. I have no banking relationship with Axis apart from CCs. I'd got my first CC from them via normal application. But since then I've got all my Axis cards pre-approved. If they didn't consider me an existing customer, they wouldn't have offered pre-approved cards.
