Any ICICI Bank savings account with no charges?

Is there any ICICI savings account type with:
Location: Tier 3 City
Debit card charges: 0
SMS charges: 0
NEFT charges: 0
Other charges: 0
MAB - as less as possible, 10k - 20k is ok I guess.

Just want a normal savings account for a relative of mine.

I called ICICI customer care, they suggested the Wealth account!!
