Are Fuel Credit Cards considered equivalent to Core Cards?

My concern is about Kotak, but since this thread is worded generally, if you have information about other issuers (Axis, HDFC, SBI, BoB IDFC etc) please do share...

SBI- Currently All Offers Apply
Axis- All Offers to apply as IOCL = Retail Card, courtesy @D₹V

SBI BPCL has parity with core cards in Sales because people often recommend to get SBI BPCL for SBI Sales as low fee (500) and fee waiver of 50k.
Please correct me if I'm wrong.

Thanks for sharing this. For someone not downloading pdf- Basically they (Axis) are treating this (Axis IOCL) equal to retail cards and not partner cards (Flipkart-LIC- Samsung) hence all offers should apply.
