Has anyone experienced this while upgrading Google one plan or adding gift card to play account? Like how to fix this? any work around?

You might be trying to add a gift card that is geo-fenced and hence it is restricting you from proceeding further. Where did you get the card?

Nah. Apprently its a common issue if you are hopping countries.
