One definitely need good trv, but nowhere near to officially mentioned figure.
Good connection with BM is needed. And BM should be willing and capable to get you card if you can give him some business. I was also told about PPOP, but I was clear with my BM that it's give and take. He can take care of approvals & whatever criteria they need internally, I will give him business from my friends/colleagues.
Today, I am happy that I went for EPM last year, even after almost everyone saying it's not worth it. I wanted to try it for one year to check out its usefulness with my usage. With recent revaluation, my bet paid off.
I talked with my BM about getting EPM for sister-in-law, she has salary wealth management account with bank but in other city branch. My BM has given his nod that he will get her card. I just have to do some official work favor to one of his family member, can't disclose it in detail. But it's very doable for me as it's under my jurisdiction & easy.
So the summary is, one don't need to be super rich to get this card or whatever PPOP thing they say during negotiation.
If you can give good business or you have powerful position in your professional place/business which you can use for everage/pressure to your advantage, it should work.
