Well, there isn't a specific answer to that question as opinions vary from person to person. Some say Unipay is good, while others say Atal Setu. I like both, and I always make a test payment of ₹100 first. If that gets stuck, I switch to another portal.

If you ask my personal opinion, I like atal setu more, reason: less traffic. It's not as popular as Unipay. Both are PSUs bank billpay.
