I tried COCO madipakkam once hoping they would accept. but they refused saying system was undergoing upgrade and to come back in 2 days. so i gave up trying to use voucher

mostly when i refuel i'm on my way to office so waiting for resolution is not ideal

There is option of iocl pay. Just go there & submit voucher number along with phone number. That's it.

I haven't tried for diesel but it should work as it's IOCL voucher so anything nought from iocl can be paid using it.

I have diesel vehicle and it works with Diesel no issues I use it in Kerala
