Thanks, called their cc and agent quickly registered my request and said card will be delivered within 7 working days. Unfortunately couldn't update the delivery address to be different from my permanent address registered in the bank.

Link your paytm account to samsung wallet. Add money to paytm wallet using "Add using paytm website" option appearing in samsung wallet. There you will see debit card option
