BOB Energie Card UPI Registration

I just got my BOB Energie HPCL co branded credit card. It's a RuPay variant. Somehow I am not able to register it for UPI. I am getting an error while adding on UPI apps "Can't find card with your mobile number and selected bank". Also, the card number starts with 3561. Usually Rupay card...

Can we use HP Pay app to book (and pay for!) cylinders for connections that are not in our name? In my case, it is for parents.
