Bit interesting that they've specifically mentioned internet and mobile banking in the new T & C's too.

Indicates that pure netbanking was also working at some point in the past for this.

Exactly, perhaps every P2M transaction was being considered for quarterly GVs.

I have a slightly different take on this as well. Maybe some people calling axis and asking stupid questions like.

Is netbanking eligible for this?
Is debit card eligible for this?
Can I do payment using app and in app using DC?
Etc etc.

Probably axis thought that why people are asking these questions then they notice nothing "explicitly" mentioned in the T&C about netbanking/DC restrictions.

Hence, they silently added those points and didn't notify the users as this wouldn't impact them.

Which in simple terms means, everything which was working prior to change should still work in future too.

Well, we can only wait. This quarter still cannot give clear picture as maybe axis consider old t&c for those who did transactions before t&c update and they release CB without any issues.

We will be 100% sure in next oct - nov - dec quarter.

This is my guess...
1. Earlier many people in forum already informed that not all p2m txns were eligible like zerodha. So all P2M,Txns being eligible seems unlikely
2. Earlier Cred bill payment were shown as Payment-others now it is showing under Payments - Credit card bill section. So, It cant be a mere coincidence that both the categorization of cred and their update inb TnC comes at the same time. So, It is with 90% assurity, I can say that now cred payments are ineligible. (I did just CC bill payment earlier for 60k which was categorized as CC bill payments and didn't got any quarterly voucher).

So, Cred is also gone mostly. Time to find some other apps whose mcc may be different.
