Generally Smartpay will not attempt again but I vaguely remember someone saying it attempted 1 or 2 days later due to that time hdfc glitch. But my personal suggestion just pay the bill using any other way instead of waiting.
Once biller is re-added it need to fetch bill which happens only when next bill is generated.
		
		
	 
It's different for Axis & IndusInd. My Axis & IndusInd bills were the only ones fetched and scheduled after the bill was generated. 
Explanation:
Bill generated on 15th Sept
I setup for the first time on 27th Sept
Bill was fetched on 28th or 29th Sept morning
And scheduled for payment on 30th morning
Payment occurred on 30th &  got points as well
But this case doesn't work for ICICI. That has to be in place before the bill is generated
Also for an Axis card
Error occurred because when the bill was generated the amount was more than the limit
So I deleted the biller and re-added
And the bill was re-fetched and then scheduled
Payment went through and I got points too
Today I deleted the Axis one that failed this morning and re-added. Actually, I deleted all 3 Axis ones today. Hopefully they will be fetched again tomorrow or the day after
