Canara bank charging for issuing new rupay select debit card after losing previous one

I applied for canara rupay select debit card. The virtual card was generated and showing in app but the option to view card details, CVV etc are not working in app. The physical debit card was lost by post office people and canara didn't even send any sms or tracking details for same. When I raised complaint about this on canara bank website, the nearest branch people called me and said they will issue new debit card. But they were hotlisting the existing debit card not closing it and there are charges for same. I asked them to give it in writing that I will not be charged but branch person said he can't.
What to do now? Should I proceed with hotlisting or complain to higher appellate?
 
Go to the branch and ask for reversal of charges. They will give you a form, fill it and submit it. Happened with me too when I upgraded normal debit card to rupay platinum debit card. They charged for hotlisting the same. Go and talk to them. Submit everything in writing and if possible take a copy of the same for proof. If possible, put it on branch email also. If no action taken in 30 days, go to RBI Ombudsman.
