No negotiation as she insisted that max 20K can be approved at branch level. Anything beyond that requires higher approval and BO order is needed for the same. So, if I want to avoid the meeting I can get max 20K.

Sorry for late update...

HSBC mailed in response to RBIO complaint and credited Rs. 1000 to my card on 12-Sep. In the response mail they tried to hide their incompetence and stated card has been delivered, however due to the delay they are paying a compensation of Rs. 1000 as a goodwill gesture. I replied stating please go through my complaint, all call date and time are given in my mail. Take out the call recording and see how you have harassed me for over 2 months.

There is no update to RBIO complaint as of yet.

I opened ICICI savings account online. In cibil score I an enquiry was made as Personal Loan from ICICI. I reported it to CIBIl and ICICI dismissed it as Correct. What can I do now?

Complaint to ICICI PNO. If you don't get a satisfactory response/no response within 30 days complaint to RBIO.
