I think we have to buy 500 one atleast once to get 2k voucher. I'm trying for 2k since a long time and have never been able to get it. Though get 500 always but it is of no use as pump is out of way

I have bought 500 as well and never get 2000 😪 I guess it user specific then.

Yes, it's a must. They must be unaware or lying. All IOCL pumps are provided with ITPS machines, just like all HP pumps are provided with Drivetrack Plus machines. It's black and orange or plain black.
