I m assuming by DB you mean debit card. Topmost sbi debit card comes with wealth account mainly on visa signature platform. Then comes platinum card which is having lounge access benefit.

Indian Oil Co branded debit cards are best in my opinion.

IOCL Cards are good. Take them on MC platform. Or you can take master card world debit card... Normal one it is, but still SBI gives mc offers time to time

Yes debit cards u get ... Only APay is the co-branded card which doesn't get ICICI offers. But, in case of CC, u cannot get C2C through Co branded card
