Here in HDFC it's showing that we can get that Easyshop debit card without bank account. So that's why I asked. If not possible ,Which savings (least level) account i have to open to get that dc from hdfc to get 1% cashback ?

Without account, how will you use a debit card. It's not a prepaid card.

HDFC mentioned account opening form. That means they'll open account

You can normal 5k MAB or 10 MAB account. But for Savings Max account that has 25k MAB provides free Visa ES Platinum debit card

Any account will do (except bsdba).
Lowest is regular account in rural branch with 2.5k mab. Though this account you have to pay debit card charges 750+gst.

Savings max (25k) mab will give this debit card free.

U can't use debit card without a account..

All others got the voucher Properly.

Only One Case I know where Axis did not considered netbanking txns for calculating 60k Spends.

If possible give a breakup of your spends and paymode so others can avoid doing txns at same Merchant via Same Payment Mode
