If you had tried online transaction, setting PIN is anyways not mandatory for that. So, your card not working has some other issue. Have you set the limit for online transactions to something higher than your transaction amount? Some banks set the default limit to zero, so even if you have enabled online transactions, the transaction will not go through.
Since you have already set the PIN, try enquiring balance or any other info at any ATM.
I faced the same problem. In netbanking, I tried to set transaction limit for ecom transactions but it was giving error. Withdrew cash from ATM, after that could set the ecom purchase limit. This bank is very cumbersome.
